The three-month public consultation on Hong Kong’s climate change strategy and action agenda has aroused another round of public debate on determining the most appropriate plan for reducing the carbon emissions of our city  - Will the strategy make a true impact? What is the effort and commitment to achieve these targets? Can we quantify the combined effects of the different strategies? To facilitate the discussion and reach fact-based decisions, Arup has developed a Carbon Calculator that allows you to quickly build low carbon plans and assess their impact.
 
By inputting the implementation level of each strategy, you will see the resulting emissions reduction for a given commitment. The calculator also captures the interactions between different sectors – e.g. the emission reduction associated with the transport sector (adopting electric cars) will depend on the power sector (fuel mix of electricity generation) etc.
 
The calculator illustrates the impact of various strategies based on physical assumptions but not economic considerations, we hope that it can be a useful tool to help manage our uncertainties and estimate the magnitude of the task ahead.
 
Given the uncertainties when considering scenarios 10 years away, the calculator is designed to be extremely flexible to accommodate a wide range of assumptions.  In its current form, the calculations are based on data published by EPD, EMSD, PlanD and other Government sources, these are listed in the supplementary document.
